保山推出21项扶持政策助力咖啡企业科技创新Baoshan launches 21 supportive policies to assist coffee companies in technological innovation

云南网讯（记者　李建国　通讯员　蒋蕾　吴华强）近日，保山市聚焦咖啡全产业链创新需求，整合推出企业培育、项目申报、平台建设、人才支持、科技金融5类21项科技扶持政策。

在企业梯度培育方面，政策明确科技型中小企业备案、高新技术企业培育认定扶持标准，最高给予首次认定的规上企业20万元经费补助，落实15％的企业所得税优惠，助力企业创新主体提质升级。

在项目资金支持方面，政策涵盖乡村振兴产业项目、中央引导资金、沪滇科技合作等多渠道申报路径，单个项目最高可申报500万元财政科技经费，重点支持咖啡品种选育、高效栽培、精深加工、品质提升等关键技术攻关。

在创新平台建设方面，支持建设新型研发机构、技术创新中心、中试基地、国际联合实验室等科创载体，最高给予200万元建设补助，推动咖啡科技成果中试熟化与产业化转化。

在人才引育赋能方面，柔性引进高层次人才破解产业技术瓶颈，整合科技特派员、科技特派团、银龄专家、院士工作站等人才政策，院士工作站3年周期最高可获180万元经费支持。

在科技金融赋能方面，常态化推行“科技创新券”制度，企业购买检验检测、技术咨询等服务，最高可兑付服务金额50％的补贴，降低企业创新研发成本。

此外，“政策礼包”同步明确各项目政策依据、申报条件、申报渠道，配套梳理申报平台、企业梯度培育路径，让咖啡企业看得懂、用得上、报得清。

In terms of enterprise gradient cultivation, the policy clarifies the support standards for the registration of technology-based small and medium-sized enterprises and the cultivation and recognition of high-tech enterprises. The highest subsidy for first-time recognized enterprises above designated size is 200000 yuan, and a 15% corporate income tax preferential treatment is implemented to help enterprises upgrade their innovation entities.

In terms of project funding support, policies cover multiple channels such as rural revitalization industry projects, central guidance funds, and Shanghai Yunnan science and technology cooperation. A single project can apply for up to 5 million yuan in financial science and technology funds, with a focus on supporting key technological breakthroughs such as coffee variety breeding, efficient cultivation, deep processing, and quality improvement.

In terms of innovation platform construction, support will be given to the construction of new research and development institutions, technology innovation centers, pilot bases, international joint laboratories and other scientific and technological innovation carriers, with a maximum construction subsidy of 2 million yuan, to promote the pilot maturation and industrialization transformation of coffee technology achievements.

In terms of talent attraction, education, and empowerment, flexible introduction of high-level talents can break through industrial technology bottlenecks, integrate talent policies such as science and technology envoys, science and technology envoys, silver experts, and academician workstations. Academician workstations can receive up to 1.8 million yuan in funding support for a 3-year cycle.

In terms of empowering technology finance, the "Technology Innovation Voucher" system is being implemented on a regular basis. Enterprises can purchase inspection and testing, technical consulting and other services, and receive a subsidy of up to 50% of the service amount, reducing the cost of innovation and research and development for enterprises.

In addition, the "policy gift package" simultaneously clarifies the policy basis, application conditions, and application channels for each project, and sets up a matching application platform and enterprise gradient cultivation path, so that coffee companies can understand, use, and report clearly.
