9月3日,2026中国国际福祉博览会在北京国家会议中心开幕,现场人流络绎不绝:智能轮椅在通道间平稳穿行,观众围着外骨骼机器人驻足体验,不远处的展位飘来咖啡香气,还夹杂着戏剧互动的笑声。

本届展会首次创新打造“辅具市集”区域,同步将北京市辅具消费补贴政策搬至现场,现场设置国补政策咨询台;与此同时,乐意剧团、无界咖啡、雅梦小家、金盲杖等一批文化助残类特别展位亮相会场,以艺术、咖啡、民宿等生活化载体,走出一条不同于科技辅具的残健融合路径。前沿技术与人文温度交织,让此次福祉博览会呈现出兼具科技的“高大上”和人间烟火气的多元包容图景。

本届福祉博览会的“辅具市集”是专为参展用户打造的惠民特色板块。市集现场规划63个展位,近90家品牌与服务商参展,品类覆盖康复辅具、适老生活用品、智慧康养设备等多个领域,精准匹配不同群体的个性化需求。

政策红利是本届市集的核心亮点。市集专门设立便民服务专区,落地北京市消费品以旧换新补贴政策:现场购置智能电动轮椅、智能陪伴机器人、康复外骨骼机器人、智能护理床等重点助残适老产品,均可享受成交价15%的专项补贴,每人每类产品可享受一次,单件最高补贴1500元。咨询、核验、核销全流程现场办理。

“福祉博览会一直都是残障朋友购买和体验辅助器具的重要平台,这几年我们一直在考虑面向用户设计更多内容,让大家逛展的同时能买到心仪的产品。”辅具中心产业促进办公室处长吴小高表示,今年7月北京市商务局将部分辅具产品纳入消费补贴范围,展会因此推出辅具市集国补专区。

“设计辅具市集和国补展位,是本届福祉博览会的首次尝试。后续我们还会整合更多资源,让残障朋友以更优惠的价格买到心仪的产品。”吴小高在接受《华夏时报》记者采访时说道。

残疾人观众张玉刚

从北京市延庆区专程赶来的残疾人观众张玉刚认为,展会既是选购辅具的重要渠道,也是新老朋友线下相聚的固定约定。“这次的国补很吸引人,我感觉比其他购买平台的补贴力度要高一些。”张玉刚坦言,自己此行最想寻找一款轻便轮椅,现场和工作人员交流后已有购买意向。

“现在科技对辅具的影响是跳跃式的,脑机接口、人工智能相关的产品都很前沿,是今年最大的亮点。我本身从事电子技术行业,能感受到展出的都是行业最前端的技术。”张玉刚在接受《华夏时报》记者采访时说。

乘坐轮椅的观众隋毅认为,国补专区的出现是一个积极信号。

“之前大家都反映残疾人辅具贵,前几年都没看到‘国补’这两个字,今年有了专门的区域,说明国家意识到我们的购买力不同。而且产品做了分层设计,价位有高有低,我们更有选择性。”隋毅同时提到,大多数高科技辅具价格仍然偏高,更适合有一定财力的群体,但对真正有刚需的人来说,有国补肯定是好事。

对于国补,周文晴期待能真正把价格打下来。“比如带避障功能或者AI语音功能的眼镜,不该比市面上其他AI眼镜贵太多。对我们来说,几千元的价位可能会更亲民。”周文晴对记者说道。

从参展商家的视角,国补既带来了精准流量,也承担了市场普及的功能。北京鹤逸慈老年人生活用品有限公司工作人员蔡小辉告诉记者,这是他们第一次参加国补展位,展台前咨询的人一直没断。

“我们带来了轻便轮椅、智能轮椅参展,超过一万元的产品最高补贴1500元。”蔡小辉表示,很多观众都是冲着国补慕名而来,当天咨询量不小,但从咨询到成交还需要过程。

“早就心仪某款产品的顾客,遇到国补就直接下单了;更多人是先了解、体验,后续再考虑。今天的展会更像智能产品的普及活动,我们边讲解边演示,也是在做用户科普。”蔡小辉说。

文化展位里的多元助残

在福祉博览会现场,记者被一处特别的展位吸引。

该展位由乐意剧团、无界咖啡、雅梦小家与金盲杖组成,在满是高科技产品的展馆中,以艺术、咖啡、民宿为载体的展位,让大家看到了助残事业的多元路径。

《华夏时报》记者了解到,乐意剧团于2023年成立,希望用艺术打破残障人士的文化参与壁垒。乐意剧团创办人孙妖妖介绍,剧团不仅有不同障别的残障演员,也有健全演员、罕见病患者等不同群体。这是乐意剧团第一次参加福祉博览会。

“残障伙伴有权利参与所有社会活动,艺术是跨越一切语言的桥梁,可以用更多元的形式表达我们的声音。”展会期间,剧团还在9月5日推出了无障碍戏剧游戏、手语歌等沉浸式体验活动,邀请观众共同参与。

“无界咖啡”创办人邹阳

伴着咖啡香气,“无界咖啡”的招牌在一众科技感十足的展位里格外醒目。名字里藏着创办人邹阳的两层期待:字面意思是没有界限,希望所有伙伴无论残健,都能平等地坐下来喝一杯咖啡;更深层是打破人与人之间的心理界限,消解异样的眼光。此次咖啡售卖的部分收入,将捐赠给无障碍小微改造公益项目。

展位上“雅梦小家”主理人崔雅梦,热情地招呼着参展观众。据了解,她自费将自己的公寓改造成无障碍民宿,用故事交换住宿,拓宽了残障群体出行的路径。

在崔雅梦的规划里,希望通过自己的行动,带动更多酒店、民宿等公共空间主动关注无障碍改造。在她看来,普通家庭都能完成的改造,对商家而言门槛更低,个体示范效应会推动行业整体跟进。她始终认为,无障碍不该是小众公益,而应成为生活常态。

金盲杖团队在这个特别的展位,邀请观众暂时放下“用眼睛看”的习惯,通过盲道知识体验、通用设计对比、视力模拟卡挑战等互动环节,让参展观众用耳朵、双手和心去感知视障群体的世界。

“这个展位太特别了,咖啡、民宿都是生活里很普通的东西,却实实在在贴近我们的日常。”参展观众吴丽红表示,高科技辅具很好,但价格离普通残障群体还有距离;而咖啡店、无障碍民宿这种助残形式,让大家觉得美好生活是触手可及的。

“展馆里不只有高端辅具,也有烟火气,这才是完整的福祉。我希望未来这样的展位能更多一些。”吴丽红说。

The market has set up a special area for convenient services, implementing the Beijing consumer goods trade in subsidy policy: key disability and elderly friendly products such as intelligent electric wheelchairs, intelligent companion robots, rehabilitation exoskeleton robots, and intelligent nursing beds purchased on-site can enjoy a special subsidy of 15% of the transaction price. Previously, everyone reported that assistive devices for people with disabilities were expensive, and a few years ago, we didn't see the word 'national subsidy'. This year, there is a dedicated area, which shows that the country realizes that our purchasing power is different. Moreover, the product has a layered design, with prices ranging from high to low, making us more selective. "Sui Yi also mentioned that most high-tech assistive devices are still relatively expensive and more suitable for people with certain financial resources, but for those who truly have urgent needs, having national subsidy is definitely a good thing.

For the national subsidy, Zhou Wenqing hopes to truly lower the price. For example, glasses with obstacle avoidance or AI voice function should not be much more expensive than other AI glasses on the market. From the perspective of exhibitors, national subsidies not only bring precise traffic, but also undertake the function of market popularization. Cai Xiaohui, a staff member of Beijing Heyi Ci Elderly Living Products Co., Ltd., told reporters that this is their first time participating in the national subsidy booth, and the number of people consulting in front of the booth has not stopped.

The booth is composed of the Happy Theater Group, Boundless Coffee, Yameng Xiaojia, and Golden Blind Staff. In the exhibition hall filled with high-tech products, the booths featuring art, coffee, and homestays showcase the diverse paths of disability assistance.

The reporter from Huaxia Times learned that the Happy Theater Group was established in 2023, hoping to use art to break down the cultural participation barriers of people with disabilities. Sun Yaoyao, the founder of the Happy Drama Troupe, introduced that the troupe not only has actors with different disabilities, but also includes able-bodied actors, rare disease patients and other different groups. This is the first time that the Happy Theatre Company has participated in the Welfare Expo.

Disabled partners have the right to participate in all social activities, and art is a bridge that spans all languages, allowing us to express our voices in more diverse forms. During the exhibition, the theater troupe also launched immersive experience activities such as accessible drama games and sign language songs on September 5th, inviting audiences to participate together.

Accompanied by the aroma of coffee, the sign of "Boundless Coffee" stands out prominently among the high-tech booths. There are two layers of expectations hidden in the name of founder Zou Yang: literally meaning there are no boundaries, hoping that all partners, regardless of disability or health, can sit down and have a cup of coffee equally; At a deeper level, it breaks down the psychological boundaries between people and dissolves strange looks. Part of the revenue from this coffee sale will be donated to the public welfare project of accessible small and micro transformation.

Cui Yameng, the organizer of "Yameng Xiaojia" at the booth, warmly greeted the exhibiting audience. It is understood that she self funded the transformation of her apartment into an accessible homestay, exchanging stories for accommodation and expanding the travel routes for people with disabilities.

In Cui Yameng's plan, she hopes to drive more hotels, homestays and other public spaces to actively pay attention to barrier free renovation through her own actions. In her opinion, the transformation that can be completed by ordinary families has a lower threshold for businesses, and the individual demonstration effect will promote the overall follow-up of the industry. She always believed that accessibility should not be a niche public welfare, but should become a normal part of life.

In this special booth, the Golden Blind Stick team invited the audience to put aside the habit of "looking with eyes" for the time being, and let the audience perceive the world of visually impaired groups with their ears, hands and hearts through interactive links such as tactile paving knowledge experience, universal design contrast, vision simulation card challenge, etc.

This booth is too special. Coffee and homestays are ordinary things in life, but they are really close to our daily lives. "Wu Lihong, an exhibitor, said that high-tech assistive devices are very good, but the price is still far from ordinary disabled groups; Coffee shops and accessible homestays, as forms of disability assistance, make people feel that a better life is within reach.
