上半年出口货值达6.5亿元 云南咖啡加快"出海"步伐 In the first half of the year, the export value of Yunnan coffee reached 650 million yuan, accelerating the pace of "going global"

清晨，云南省德宏州芒市军马山咖啡庄园内，咖啡香味浓郁。眼下虽非咖啡豆主产季，但庄园内依然一派繁忙，工人们正忙着把加工好的咖啡制品打包装车。在完成通关手续后，一批产品即被发往海外市场。

云南省是我国的咖啡主产区。近年来，当地咖啡产业通过政策赋能、品质升级和国际化布局，在巩固本土市场的同时，加快“出海”步伐，实现了从“原料供应”到“品牌输出”的转型。据昆明海关统计，今年上半年，云南省出口咖啡及其制品货值6.5亿元，同比增长8.4%，出口规模位居全国第一，出口市场覆盖荷兰、德国、越南等34个国家和地区。

德宏州高海拔、长日照，具备发展咖啡种植的天然优势。昆明海关所属芒市海关以问题为导向，依托“关企直通车”服务机制，为企业提供种植土壤环境监测、科学施肥等“一对一”技术指导，定期开展病虫害监测，指导绿色防控，从源头保障咖啡豆品质稳定。同时，指导企业实施GAP、HACCP等国际标准化管理体系，建立从田间到市场的全流程质量追溯机制，助力云南咖啡出口产业标准化、规范化发展，将“硬标准”转化为推动云南咖啡产业从“量”向“质”转型的“软实力”。数据显示，今年上半年，芒市海关属地查检咖啡及其制品出口货值达1.5亿元，同比增长48%。

出口成绩亮眼的背后，企业也一度面临困难和挑战。

“国际市场对咖啡及其制品的品质要求较高。虽然公司已具备了参与国际竞争的实力，但也曾因品质管控能力不足导致交货周期延长。”德宏芸茶屋咖啡有限公司负责人林玲玲说。

为保障咖啡顺畅出口，推动“云品”拓展国际市场，芒市海关不断加强实验室检测能力建设，构建了包含农药和重金属残留、微生物污染等100余项参数的“咖啡质量安全检测体系”，持续推动检测工作提质增效，在确保咖啡豆符合国际标准的前提下，最大化压缩检测时长。

“我们还不断优化通关流程，推行‘即报、即审、即出证’工作模式，推广运用‘云签发’及原产地证书自助打印功能，高效办理原产地证、植物检疫证书等单证，为咖啡出口按下‘加速键’。”芒市海关综合业务科负责人介绍。今年上半年，该关共为咖啡出口企业签发原产地证书39份，预计可帮助相关企业获得进口国（地区）超120万元的关税减免。

不只是德宏，近年来，越来越多产自云南的咖啡正大步迈向全球市场。这些长于云南的“山间小粒”，穿越山海、萃聚匠心，正以其卓越品质和独特风味“圈粉”世界消费者。（中国国门时报 通讯员 徐雨萌）

In recent years, the local coffee industry has achieved a transformation from "raw material supply" to "brand output" through policy empowerment, quality upgrading, and international layout, while consolidating the local market and accelerating the pace of "going global". According to Kunming Customs statistics, in the first half of this year, Yunnan Province exported coffee and its products with a value of 650 million yuan, a year-on-year increase of 8.4%, ranking first in the country in terms of export scale. The export market covers 34 countries and regions including the Netherlands, Germany, and Vietnam.

Dehong Prefecture has a natural advantage in developing coffee cultivation due to its high altitude and long sunshine hours. Mangshi Customs, a subsidiary of Kunming Customs, is problem oriented and relies on the "Customs Enterprise Direct Train" service mechanism to provide one-on-one technical guidance for enterprises on soil environment monitoring, scientific fertilization, and other aspects of planting. Regular pest and disease monitoring is carried out to guide green prevention and control, ensuring stable coffee bean quality from the source. At the same time, we will guide enterprises to implement international standardized management systems such as GAP and HACCP, establish a full process quality traceability mechanism from the field to the market, and assist in the standardized and regulated development of Yunnan's coffee export industry, transforming "hard standards" into "soft power" to promote the transformation of Yunnan's coffee industry from "quantity" to "quality". Data shows that in the first half of this year, the export value of coffee and its products inspected by Mangshi Customs reached 150 million yuan, a year-on-year increase of 48%.

Behind the impressive export performance, enterprises also faced difficulties and challenges at one point.

The international market has high quality requirements for coffee and its products. Although the company has the strength to participate in international competition, it has also experienced delivery delays due to insufficient quality control capabilities, "said Lin Lingling, the head of Dehong Yun Tea House Coffee Co., Ltd.

To ensure the smooth export of coffee and promote the expansion of the international market of "Yunpin", Mangshi Customs has continuously strengthened the construction of laboratory testing capabilities and established a "coffee quality and safety testing system" that includes more than 100 parameters such as pesticide and heavy metal residues, microbial contamination, etc. It continues to promote the improvement and efficiency of testing work, and maximizes the compression of testing time while ensuring that coffee beans meet international standards.

We are continuously optimizing the customs clearance process, implementing the 'instant reporting, instant review, and instant certificate issuance' work mode, promoting the use of 'cloud issuance' and self-service printing functions for certificates of origin, efficiently processing certificates of origin, plant quarantine certificates, and other documents, and pressing the 'acceleration button' for coffee exports, "said the person in charge of the Comprehensive Business Department of Mangshi Customs. In the first half of this year, the customs issued a total of 39 certificates of origin for coffee export enterprises, which is expected to help related enterprises obtain tariff reductions of over 1.2 million yuan from importing countries (regions).

Not only Dehong, in recent years, more and more coffee from Yunnan is taking big strides into the global market. These "mountain small grains" grown in Yunnan, crossing mountains and seas, and gathering craftsmanship, are attracting consumers around the world with their excellent quality and unique flavor.
