群众表示,海南咖啡产业借助自贸港政策东风,实现了蓬勃发展。然而在产业快速发展的过程中,仍面临一些突出问题。
群众认为目前海南部分咖啡主产区农户因缺乏SC认证建厂能力,只能低价售卖生豆,咖啡附加值难以提升。同时,一些咖啡烘焙人才及非遗传承人受限于加工资质,其技能和特色技艺难以有效转化。此外,海南作为旅游省份,“前店后厂”特色经营模式和移动咖啡车等新业态仍有待进一步规范管理和探索。
围绕咖啡产业发展,群众提出了四个方面的建议:一是依托澄迈、万宁、琼中、文昌、白沙等咖啡产区建设共享加工中心,配备符合SC标准的烘焙设备。通过统一加工、集中品控降低农户单独建厂的成本,推动产业由“卖生豆”向“卖加工品”转变;二是支持咖啡烘焙人才、非遗传承人与产业园区、共享加工中心联动发展,推动技能传承与旅游体验融合;三是结合海南旅游消费场景,探索试点咖啡店“前店后厂”模式,增强游客互动体验;四是在重点旅游景区、滨海步道、夜市等区域,试点“移动咖啡车备案制”,简化审批流程,进一步激发消费活力。
收到群众留言后,海南省农业农村厅高度重视,结合农业农村部门职能职责,认真研究梳理,作出了相关回复。
关于建设咖啡产区共享加工中心方面,海南省农业农村厅2025年出台的《海南省咖啡全产业链培育发展三年行动方案(2026—2028年)》已明确提出,到2028年将在澄迈、万宁、琼中、白沙等咖啡主产区建设4个标准化鲜果集中处理中心,为农户、合作社及小微经营主体提供代加工、统一品控、集中烘干等服务,降低农户单独建厂办证成本,推动由“卖生豆”向“卖加工品”转变,切实提升咖啡附加值和农户收入。
关于支持咖啡人才培养与非遗技艺传承方面,海南省农业农村厅表示,将积极引导咖啡烘焙人才、非遗传承人与共享加工中心、现代农业产业园等平台对接合作,依托现有园区资质开展小批量、特色化咖啡加工。同时,将鼓励省内咖啡产业行业协会、企业举办咖啡生豆赛、烘焙赛、拉花赛及职业技能竞赛等活动,进一步提升海南咖啡从业人员技能水平。
关于试点咖啡店“前店后厂”模式,该模式涉及食品生产经营许可、市场监管、营商环境等事项,海南省农业农村厅将积极向相关部门反映行业诉求,推动咖啡门店特色化发展,促进咖啡产业与文旅产业深度融合。
