The public believes that some coffee producing farmers in Hainan currently lack the ability to build factories with SC certification, and can only sell raw beans at low prices, making it difficult to increase the added value of coffee. Meanwhile, some coffee roasters and inheritors of intangible cultural heritage are limited by their processing qualifications, making it difficult to effectively transform their skills and distinctive techniques. In addition, as a tourist province, Hainan still needs to further standardize and explore its characteristic business model of "front store, back factory" and new formats such as mobile coffee carts.
Regarding the development of the coffee industry, the public has put forward four suggestions: firstly, to build shared processing centers in coffee producing areas such as Chengmai, Wanning, Qiongzhong, Wenchang, and Baisha, equipped with baking equipment that meets SC standards. By implementing unified processing and centralized quality control, the cost of individual factory construction for farmers can be reduced, promoting the transformation of the industry from selling raw beans to selling processed products; Secondly, support the coordinated development of coffee roasting talents, intangible cultural heritage inheritors, industrial parks, and shared processing centers, and promote the integration of skill inheritance and tourism experience; Thirdly, combining with the tourism consumption scene in Hainan, explore the pilot coffee shop "front store back factory" model to enhance the interactive experience of tourists; Fourthly, pilot the "mobile coffee truck registration system" in key tourist attractions, coastal trails, night markets and other areas, simplify the approval process, and further stimulate consumer vitality.
After receiving messages from the public, the Department of Agriculture and Rural Affairs of Hainan Province attached great importance to it, combined with the functional responsibilities of agricultural and rural departments, carefully studied and sorted it out, and made relevant responses.
Regarding the construction of shared processing centers in coffee producing areas, the "Three Year Action Plan for Cultivating and Developing the Whole Coffee Industry Chain in Hainan Province (2026-2028)" issued by the Hainan Provincial Department of Agriculture and Rural Affairs in 2025 has clearly stated that by 2028, four standardized fresh fruit centralized processing centers will be built in major coffee producing areas such as Chengmai, Wanning, Qiongzhong, and Baisha, providing services such as proxy processing, unified quality control, and centralized drying for farmers, cooperatives, and small and micro business entities, reducing the cost of farmers building separate factories and obtaining certificates, promoting the transformation from "selling raw beans" to "selling processed products", and effectively increasing the added value and income of coffee farmers.
In terms of supporting the cultivation of coffee talents and the inheritance of intangible cultural heritage skills, the Hainan Provincial Department of Agriculture and Rural Affairs stated that it will actively guide coffee roasting talents, intangible cultural heritage inheritors, and platforms such as shared processing centers and modern agricultural industrial parks to connect and cooperate, and rely on existing park qualifications to carry out small-scale and characteristic coffee processing. At the same time, the coffee industry associations and enterprises within the province will be encouraged to hold activities such as coffee green bean competitions, roasting competitions, latte art competitions, and vocational skills competitions to further enhance the skill level of coffee practitioners in Hainan.
Regarding the pilot coffee shop "front store back factory" model, which involves food production and operation licenses, market supervision, business environment and other matters, the Hainan Provincial Department of Agriculture and Rural Affairs will actively reflect industry demands to relevant departments, promote the characteristic development of coffee shops, and promote the deep integration of the coffee industry and cultural tourism industry.
Regarding the standardization of the operation and management of mobile coffee trucks, which involve areas such as food safety supervision, urban appearance, mobile business licenses, and transportation and urban management, the Hainan Provincial Department of Agriculture and Rural Affairs will actively cooperate with relevant departments to eliminate risks and hazards while unleashing new business vitality.

Recently, the 2026 Coffee Processing Vocational Skills (Robusta Coffee Baking) Industry Competition, as well as the 2026 Hainan Free Trade Port Coffee Carnival and the 3rd Hainan Robusta Coffee Raw Bean Competition, kicked off in Fushan Coffee Culture and Style Town, Chengmai.
