端午至，艾香浓。近日，浦江镇汇中村艾草文化节热闹举行，这场已连续举办三年的节庆，今年格外引人注目。在浦江镇大治河以南保留保护村汇中村西南角的艾草园里，一人多高的艾草密密匝匝，绿浪翻涌，大伙儿正忙着收割、捆扎。艾草花束、艾草树、艾草香囊、艾草锤、艾草冻、艾草布丁、艾草咖啡……一系列延伸产品琳琅满目，吸引着源源不断的市民前来体验。

然而三年前，这片生机勃勃的艾草园，还只是一块无人问津的闲置空地。

从“半亩闲地”到“一片绿金”

汇中村的艾草园源于2022年，浦江镇人大搭建平台，围绕大治河以南“一带六村”产业振兴展开热烈讨论。如何盘活乡村资源、找到适合本地落地的产业？

作为大治河以南片区人大代表，上海蕊源生物科技股份有限公司总经理朱丹亚一直心系选区发展，而汇中村正是大治河以南片区人大代表联络站。她与汇中村党支部书记陶佳瑛多次沟通，最终商议决定选择艾草作为产业突破口。

朱丹亚介绍，艾草天生适合乡村——露天种植，无须大棚，几乎不需要特别养护，它自带抗药性，病虫害少。更难得的是多年生特性，“今年割了，来年春风吹又生”，一次种植、多年受益。

2023年底，朱丹亚自掏腰包，从湖北荆州蕲艾产地购入百斤优质艾草根，在汇中村西南角选了一块半亩闲置地，小心翼翼地种下了第一批艾草，还有一些留给了村民自种。

三年“三级跳”，村民从“看客”变“主角”

种下的第一年，大丰收。艾草长得又高又壮又密，村民们头一回尝到了甜头——简单扎成艾草束，5元一把，卖得很不错。但彼时参与种植的村民还不多，大家更多是观望。

第二年，产业链开始延伸。艾草香囊、艾草锤、艾草糕、艾草手链、艾条等产品陆续推出，从端午节“论斤卖”到深加工“论件卖”，附加值大幅提升，村集体经济收入比第一年大大增加。越来越多的村民动了心，主动加入种植队伍。

第三年至今，村里又开辟三处闲置土地扩种艾草园，产业持续升级。艾草花束、艾草树、艾草线香、艾草冻、艾草布丁、艾草咖啡纷纷面世，艾草产业链进一步扩大。朱丹亚介绍，他们正与咖啡店合作，计划把艾草咖啡作为长期业态推广，“中医文化和咖啡搭配，年轻人很喜欢。”

产品多了，销路广了，村民的参与方式也会更加丰富。如今，汇中村还谋划让更多村民深度融入艾草产业链，比如做艾草研学志愿者，带孩子们识艾草、做香囊；当艾草文化宣讲师，把中医养生知识讲给更多人听；做手工制作匠人，把艾草变成一件件有温度的产品。从“旁观者”到“参与者”，从“参与者”到“受益者”，艾草真正成了村民家门口的“共富草”。

文化节上议事忙，“一带六村”联种艾草

而在文化节期间，一场特别的“人民城市议事厅”活动在汇中村党群服务中心举行。“产业发展并非一帆风顺。资金审批难、专业人才缺、活动场地紧张、村集体经营税收压力大……”汇中村党支部副书记张宏鹏在议事会上说。难题一个个抛出，职能部门一一回应。这正是浦江镇人大“人民城市议事厅”的常态：有事好商量，众人的事情众人商量着办。

区人大代表徐生贵建议，凭企业包收包销可打消村民后顾之忧，同时发展来料加工，组织村民制作艾草香包等手工制品，实现“种植+务工”双重增收。

龙吴海关的镇人大代表沈晓涛则建议推动艾草连片规模化种植，依托成片艾田打造文旅景观，植入骑行、徒步、民宿、休闲咖啡等业态，让“艾草+”的想象空间不断延展。

议事会现场，“一带六村”联村种艾共富方案正式发布。来自“一带六村”的党组织代表接过汇中村的艾草苗，接下来各村将盘活房前屋后空地、河道护坡、农民上楼后遗留的闲置土地，通过“企业+村集体+农户”利益联结机制，让更多村民共享发展红利。

据了解，浦江人大将全面梳理本次议事收集的问题和建议，形成专项任务清单，逐项推进、闭环落实。

以特色产业赋能乡村振兴，让艾香飘向更远方——这正是大治河以南“一带六村”的共富经。从半亩试验田，到六村联动种艾，这里的艾草故事，还将继续生长。

From 'half an acre of idle land' to 'a piece of green gold'

The Aicao Garden in Huizhong Village originated in 2022, when the People's Congress of Pujiang Town built a platform to engage in lively discussions around the revitalization of the "Belt and Six Villages" industry south of the Dazhi River. How to activate rural resources and find industries suitable for local implementation?

As a representative of the People's Congress in the area south of Dazhi River, Zhu Danya, the General Manager of Shanghai Ruiyuan Biotechnology Co., Ltd., has always been concerned about the development of the constituency, and Huizhong Village is the liaison station for the People's Congress representatives in the area south of Dazhi River. She had multiple communications with Tao Jiaying, the secretary of the Huizhong Village Party Branch, and ultimately decided to choose mugwort as the breakthrough point for the industry.

Zhu Danya introduced that mugwort is naturally suitable for rural areas - outdoor planting, no need for greenhouses, and almost no special maintenance required. It has inherent drug resistance and fewer pests and diseases. What's even more rare is the perennial characteristic, 'cut this year, and grow again in the spring breeze next year', which benefits from planting once for many years.

At the end of 2023, Zhu Danya personally purchased 100 kilograms of high-quality mugwort roots from the Qiai production area in Jingzhou, Hubei. She carefully planted the first batch of mugwort on a half acre idle land in the southwest corner of Huizhong Village, and left some for the villagers to grow themselves.

Three years of 'triple jump', villagers transition from 'spectators' to' protagonists'

The first year of planting, a Dafengshou (Salad of assorted fresh vegetables). The mugwort grew tall, strong, and dense, and the villagers tasted the sweetness for the first time - simply tying it into mugwort bundles, selling well for 5 yuan each. But at that time, there were not many villagers involved in planting, and most of them were observing and watching.

In the second year, the industrial chain began to extend. Products such as wormwood sachet, wormwood hammer, wormwood cake, wormwood bracelet, and wormwood sticks have been launched in succession. From "selling by catty" to "selling by piece" during the Loong Boat Festival, the added value has increased significantly, and the village's collective economic income has increased significantly compared to the first year. More and more villagers are taking the initiative to join the planting team.

Since the third year, the village has opened up three idle lands to expand the planting of mugwort gardens, and the industry continues to upgrade. Ai grass bouquets, Ai grass trees, Ai grass incense, Ai grass jelly, Ai grass pudding, and Ai grass coffee have emerged one after another, further expanding the Ai grass industry chain. Zhu Danya introduced that they are collaborating with coffee shops and plan to promote mugwort coffee as a long-term business model. With more products and wider sales, the participation of villagers will also be more diverse. Nowadays, Huizhong Village also plans to deeply integrate more villagers into the mugwort industry chain, such as volunteering for mugwort research and learning, taking children to learn mugwort, and making sachets; As a lecturer in the promotion of mugwort culture, I aim to share traditional Chinese medicine health knowledge with a wider audience; Be a handmade craftsman, turning mugwort into warm products one by one. From "bystander" to "participant", from "participant" to "beneficiary", mugwort has truly become the "common wealth grass" at the doorstep of villagers.

During the cultural festival, a special "People's City Council Hall" event was held at the Party and Mass Service Center in Huizhong Village. The development of industries is not smooth sailing. It is difficult to approve funds, there is a shortage of professional talents, the activity venues are tight, and the tax pressure on village collective operations is high... "Zhang Hongpeng, Deputy Secretary of the Party Branch of Huizhong Village, said at the meeting. Difficulties are presented one by one, and functional departments respond one by one. This is exactly the norm of the "People's City Council Hall" of Pujiang Town People's Congress: things are easy to discuss, and everyone's affairs are handled through discussion.

Xu Shenggui, a representative of the District People's Congress, suggested that relying on enterprise underwriting and sales can dispel the worries of villagers, while developing material processing and organizing villagers to produce handmade products such as mugwort sachets, achieving a dual income increase of "planting+employment".

Shen Xiaotao, a representative of the People's Congress of Longwu Customs, suggested promoting the large-scale planting of mugwort, relying on the cultivation of mugwort fields to create cultural and tourism landscapes, and integrating cycling, hiking, homestays, leisure coffee and other formats to continuously expand the imaginative space of "mugwort+".

At the meeting, the "Belt and Six Villages" joint village planting and wealth sharing plan was officially released. The representatives of the party organizations from the "Belt and Six Villages" have taken over the mugwort seedlings from Huizhong Village. Next, each village will activate the vacant land in front of and behind houses, river slope protection, and idle land left by farmers after they go upstairs. Through the "enterprise+village collective+farmers" interest linkage mechanism, more villagers will share the development dividends.

It is understood that the People's Congress of Pujiang will comprehensively review the issues and suggestions collected in this meeting, form a special task list, and promote and implement them item by item in a closed-loop manner.

Empowering rural revitalization with characteristic industries and letting Ai Xiang drift further away - this is the common prosperity of the "Belt and Six Villages" south of Dazhi River. From the half acre experimental field to the joint planting of mugwort in six villages, the story of mugwort here will continue to grow.
