保山市加快推动咖啡产业转型升级 补短板强弱项 调结构树品牌 Baoshan City accelerates the transformation and upgrading of the coffee industry, fills the gaps, adjusts the structure of strong and weak items, and builds a brand

近年来，保山市聚焦提高“保山小粒咖啡”精品化率、精深加工率，全力组织实施咖啡产业集群项目，着力补短板、强弱项，把资源优势转变为发展优势，咖啡产业转型升级迈出坚实步伐。2024年，“保山小粒咖啡”种植面积14.49万亩，产量2.42万吨，综合产值达90.68亿元，咖啡精品率提高到70%、精深加工率提高到85%。2025年上半年，“保山小粒咖啡”全产业链产值60.79亿元、同比增长107.33%。

保山市坚持以农业供给侧结构性改革为主线，先后出台推动保山小粒咖啡产业高质量发展、推进现代设施农业发展的多项措施，成立保山小粒咖啡产业高质量发展领导小组，组建咖啡产业专班，强化全产业链谋划，加快“保山小粒咖啡”产业转型升级、提质增效。

构建“保山小粒咖啡”种植、加工、营销体系，加快形成同市场化相适应、同资源环境承载力相匹配的咖啡产业结构和区域布局，编制出台保山市世界咖啡谷发展规划，聚焦“保山小粒咖啡”地理标志中认定的29个乡镇，打造保山市内怒江两岸咖啡产业带，带动高黎贡山周边区域发展，推动形成种植、加工、研发、体验、三产融合的产业聚集区域。

近年来，保山市创新提出建设一个产业基地、一个加工园区、一个交易市场等“十个一”工作措施，科学谋划布局100个特色咖啡庄园，在隆阳区、龙陵县建设鲜果加工集中处理中心5个。以保山小粒咖啡文化产业园为基础，打造保山市咖啡精深加工园区，以云南保山产业园区物流产业园为核心，打造咖啡数字交易市场，优化咖啡产业结构。截至目前，保山市共有81户咖啡企业，其中包括29户精深加工企业。围绕“咖啡庄园化、庄园景区化、景区特色化”的思路，建成咖啡庄园22个，培育“中咖”“比顿”“景兰”“高晟庄园”“白虎山”“佐园”等26个主要品牌，开发咖啡产品10余类、上百种，注册咖啡商标600余个。

保山市积极发挥国家和省级咖啡重点实验室、咖啡成果转化中心、保山咖啡研究院等科研机构优势，加快“保山小粒咖啡”品牌化、标准化、科技化建设。目前，保山市已逐步构建起以地理标志保护产品和地理标志证明商标、集体商标为区域品牌，企业自主商标为个性化品牌的地理标志品牌体系。

在推进“保山小粒咖啡”品牌建设中，保山市先后制定保山小粒咖啡生产技术规程、云南省食品安全地方标准咖啡果皮等行业和地方标准，逐步建立覆盖“从种子到杯子”具有保山自身特点的咖啡标准体系，制定国家标准1项、省级地方标准14项、保山市地方标准22项、团体标准8项。同时，强化“保山小粒咖啡”国家地理标志保护产品、证明商标及区域公共品牌创建运用。2022年“保山小粒咖啡”被列为国家唯一地理标志产品保护示范区，2024年“保山小粒咖啡”通过欧盟地理标志（GI）认证，成为首批受欧盟保护的中国咖啡品牌，2025年“保山小粒咖啡”国家地理标志保护示范区被确定为第一批国家地理标志保护示范区典型案例。

保山市还积极探索“村党支部+企业+合作社+基地+农户”的发展模式，在咖企和咖农之间形成良好的利益联结机制，累计成立咖啡专业合作社88个、家庭农场6个，带动咖农5万余人，提供就业岗位超1.3万个，积极帮助农户提高种植技术，实现助农惠农。2024至2025年产季，“保山小粒咖啡”每公斤市场综合平均价超65元，全市从事咖啡产业的农户约1.3万户、5万人，亩均产值超9000元，咖农户均咖啡产业收入超10万元。

In recent years, Baoshan City has focused on improving the refinement rate and deep processing rate of "Baoshan Small Grain Coffee", and has made every effort to organize and implement coffee industry cluster projects, focusing on filling gaps and strengths, transforming resource advantages into development advantages, and taking solid steps towards the transformation and upgrading of the coffee industry. In 2024, the planting area of "Baoshan Small Grain Coffee" will be 144900 mu, with a yield of 24200 tons and a comprehensive output value of 9.068 billion yuan. The coffee quality rate will increase to 70% and the deep processing rate will increase to 85%. In the first half of 2025, the output value of the entire industry chain of "Baoshan Small Grain Coffee" will reach 6.079 billion yuan, a year-on-year increase of 107.33%.

Baoshan City adheres to the main line of agricultural supply side structural reform, and has successively introduced multiple measures to promote the high-quality development of Baoshan's small grain coffee industry and the development of modern facility agriculture. It has established a leading group for the high-quality development of Baoshan's small grain coffee industry, formed a special team for the coffee industry, strengthened the planning of the entire industry chain, accelerated the transformation and upgrading of the "Baoshan Small Grain Coffee" industry, and improved quality and efficiency.

Build a planting, processing, and marketing system for "Baoshan Small Grain Coffee", accelerate the formation of a coffee industry structure and regional layout that is suitable for marketization and matches the carrying capacity of resources and environment, formulate and issue the development plan for Baoshan World Coffee Valley, focus on the 29 towns identified in the geographical symbol of "Baoshan Small Grain Coffee", create a coffee industry belt on both sides of the Nu River in Baoshan City, drive the development of the surrounding areas of Gaoligong Mountain, and promote the formation of an industrial cluster area for planting, processing, research and development, experience, and the integration of the three industries.

In recent years, Baoshan City has innovatively proposed the "Ten Ones" work measures, including the construction of an industrial base, a processing park, and a trading market. It has scientifically planned and laid out 100 characteristic coffee plantations, and built 5 centralized processing centers for fresh fruit processing in Longyang District and Longling County. Based on Baoshan Xiaoli Coffee Cultural Industry Park, we will create Baoshan Coffee Deep Processing Park, with Yunnan Baoshan Industrial Park Logistics Industry Park as the core, to create a coffee digital trading market and optimize the coffee industry structure. As of now, there are a total of 81 coffee enterprises in Baoshan City, including 29 deep processing enterprises. Based on the concept of "coffee estate, estate scenic area, and scenic area specialization", 22 coffee estates have been built, and 26 major brands such as "Zhongka", "Bidun", "Jinglan", "Gaosheng Estate", "Baihushan", and "Zuoyuan" have been cultivated. More than 10 categories and hundreds of coffee products have been developed, and more than 600 coffee trademarks have been registered.

Baoshan City actively leverages the advantages of national and provincial key coffee laboratories, coffee achievement transformation centers, Baoshan Coffee Research Institute and other scientific research institutions to accelerate the branding, standardization, and technological construction of "Baoshan Small Grain Coffee". At present, Baoshan City has gradually established a geographical indication brand system with geographical indication protected products, geographical indication certification trademarks, and collective trademarks as regional brands, and enterprise independent trademarks as personalized brands.

In promoting the brand construction of "Baoshan Small Grain Coffee", Baoshan City has successively formulated industry and local standards such as Baoshan Small Grain Coffee Production Technical Regulations, Yunnan Province Food Safety Local Standard Coffee Peel, etc., gradually establishing a coffee standard system covering "from seed to cup" with Baoshan's own characteristics, and formulating 1 national standard, 14 provincial local standards, 22 Baoshan City local standards, and 8 group standards. At the same time, we will strengthen the creation and application of national geographical indication protection products, certification trademarks, and regional public brands for "Baoshan Small Grain Coffee". In 2022, "Baoshan Small Grain Coffee" was listed as the only national geographical indication product protection demonstration zone. In 2024, "Baoshan Small Grain Coffee" passed the EU Geographical Indication (GI) certification and became one of the first Chinese coffee brands protected by the EU. In 2025, "Baoshan Small Grain Coffee" National Geographical Indication Protection Demonstration Zone was identified as a typical case of the first batch of national geographical indication protection demonstration zones.

Baoshan City is actively exploring the development model of "village party branches+enterprises+cooperatives+bases+farmers", forming a good interest linkage mechanism between coffee enterprises and coffee farmers. A total of 88 coffee professional cooperatives and 6 family farms have been established, driving more than 50000 coffee farmers and providing more than 13000 job opportunities. It actively helps farmers improve their planting techniques and achieves agricultural assistance and benefits. From 2024 to 2025, the average market price per kilogram of "Baoshan Small Grain Coffee" will exceed 65 yuan. There are about 13000 households and 50000 people engaged in the coffee industry in the city, with an average output value of over 9000 yuan per mu and an average coffee industry income of over 100000 yuan per household.
