澜沧县政协助力打破咖啡产业发展瓶颈
近年来，随着国内咖啡消费市场持续升温，澜沧拉祜族自治县群众种植咖啡积极性持续高涨，截至2025年底，全县规范咖啡种植面积达8.1万亩，规模化种植格局基本形成，有效带动县域特色农业提质发展，持续拓宽群众增收致富渠道，成为赋能乡村振兴、夯实县域经济根基的富民产业。
当前，澜沧县咖啡产业正处在由粗放规模种植向优质高效转型的关键窗口期，但产区通行条件不佳、产业标识配套缺失、生产水电保障薄弱、咖文旅融合层次不深等突出问题，严重制约产业提质增效、延链增值。为精准助力破解产业发展瓶颈，今年以来，澜沧县政协组织专题调研组聚焦咖啡产业高质量发展核心议题，深入各咖啡种植基地、加工厂区实地走访座谈，细致摸排种植管护、加工生产、产品销售各环节难题，广泛收集企业发展困境与咖农急难愁盼诉求。同时，组织专班赴周边咖啡产业先进县区考察学习，借鉴规模化发展、品牌打造、农旅融合的成熟经验，全面梳理产业发展痛点难点，为精准协商、精准施策筑牢基础。
日前，澜沧县政协在勐朗镇唐胜村麻卡地咖啡厂开展“同育‘一园’香咖 共谋‘一路’兴咖”院坝协商议事会议，让协商议事走进产业一线、贴近群众身边。
会上，县政协分管领导、政协委员，相关乡镇、县直职能部门负责人，咖啡经营企业、咖农代表围坐院坝、直面问题、共话发展。
“我们咖农一直想学习标准化种植、采摘和管护技术，种出高品质咖啡豆，也希望能参与咖啡研学、采摘体验项目，跟着产业发展一起增收。”咖农代表道出了基层群众共享产业红利的迫切期盼。咖啡企业代表也积极发言，希望各部门精准帮扶、优化服务，助力企业扩规提质。
针对现场提出的问题和诉求，各职能部门现场回应、当场表态，纷纷表示将立足部门职责，主动担当、协同联动，聚焦当前产业发展中存在的问题精准发力，切实为咖农、企业纾困解难，凝聚兴咖富民的强大合力。
经过现场充分交流、深度协商，明确了三项重点推进工程：道路畅通工程，由县发改局牵头，将咖啡核心产区产业道路优先纳入乡村振兴、以工代赈项目储备库，分批次推进道路硬化升级，改善产区生产运输通行条件。形象标识提升工程，整合交通、文旅等部门资源，在县域重点交通节点布设咖啡产业标识和旅游导览设施，完善线上点位标注与宣传推广，提升澜沧咖啡品牌辨识度和影响力。产业链补强与农旅融合工程，依托本地资源发展咖啡庄园经济，打造咖啡文化体验业态和精品旅游线路，推动咖啡产业与乡村旅游深度融合，延伸产业链、提升产业附加值。（云南日报 通讯员董荣蓉 李海峰 记者高玥）

In recent years, with the continuous heating up of the domestic coffee consumption market, the enthusiasm of the people in Lancang Lahu Autonomous County to plant coffee has continued to rise. By the end of 2025, the standardized coffee planting area in the county will reach 81000 mu, and the large-scale planting pattern will be basically formed, effectively promoting the development of characteristic agriculture in the county, continuously expanding the channels for people to increase income and become prosperous, and becoming a wealth industry that empowers rural revitalization and consolidates the foundation of the county economy.
At present, the coffee industry in Lancang County is in a critical window period of transformation from extensive scale planting to high-quality and efficient production. However, prominent problems such as poor transportation conditions in the production area, lack of supporting industrial labeling, weak production water and electricity guarantee, and shallow integration of coffee, culture, and tourism seriously restrict the improvement of industry quality and efficiency, as well as the extension of chain value. To accurately help solve the bottleneck of industrial development, since the beginning of this year, the Lancang County Political Consultative Conference has organized a special research group to focus on the core issues of high-quality development of the coffee industry. They have conducted on-site visits and discussions in various coffee planting bases and processing plants, carefully investigated the difficulties in planting management, processing and production, and product sales, and widely collected the development difficulties of enterprises and the urgent demands of coffee farmers. At the same time, a special team was organized to visit and learn from advanced counties and districts in the surrounding coffee industry, drawing on the mature experience of large-scale development, brand building, and integration of agriculture and tourism, comprehensively sorting out the pain points and difficulties of industrial development, and laying a solid foundation for precise negotiation and policy implementation.
Recently, the Lancang County Political Consultative Conference held a consultation meeting on the theme of "co cultivating 'one garden' fragrant coffee and jointly promoting coffee along the 'one road'" at the Makadi Coffee Factory in Tangsheng Village, Menglang Town, bringing the consultation meeting to the forefront of the industry and close to the people.
At the meeting, the leaders in charge of the county political consultative conference, members of the political consultative conference, responsible persons of relevant township and county functional departments, representatives of coffee business enterprises and coffee farmers sat around the courtyard, faced problems directly, and discussed development together.
We coffee farmers have always wanted to learn standardized planting, harvesting, and management techniques to grow high-quality coffee beans. We also hope to participate in coffee research and harvesting experience projects, and increase income together with the development of the industry. "The coffee farmer representative expressed the urgent hope of grassroots people to share the benefits of the industry. Coffee company representatives also actively spoke up, hoping that various departments can provide precise assistance, optimize services, and help enterprises expand their scale and improve their quality.
In response to the questions and demands raised on site, various functional departments responded and expressed their opinions on the spot, stating that they will base themselves on their departmental responsibilities, take the initiative to take on responsibilities, coordinate and work together, focus on the problems existing in the current industrial development, and make precise efforts to effectively relieve difficulties for coffee farmers and enterprises, and unite a strong force to promote coffee and enrich the people.
After sufficient on-site communication and in-depth consultation, three key projects have been identified for promotion: the Road Smooth Project. Led by the County Development and Reform Bureau, the coffee core production area's industrial roads will be prioritized for inclusion in the reserve of rural revitalization and work for relief projects, and road hardening and upgrading will be promoted in batches to improve production and transportation conditions in the production area. The image identification enhancement project integrates resources from transportation, cultural and tourism departments, and sets up coffee industry identification and tourism guidance facilities at key transportation nodes in the county. It improves online point labeling and promotion, enhances the brand recognition and influence of Lancang Coffee. The project of strengthening the industrial chain and integrating agriculture and tourism relies on local resources to develop the coffee plantation economy, create coffee culture experience formats and boutique tourism routes, promote the deep integration of the coffee industry and rural tourism, extend the industrial chain, and enhance industrial added value.
