云南省首个咖啡主题公用型保税仓库在保山投运The first coffee themed public bonded warehouse in Yunnan Province has been put into operation in Baoshan

近日，云南保山产业园区咖啡主题公用型保税仓库正式获准投入运营，成为全省首个咖啡专业保税仓储设施，填补了保山市咖啡产业保税仓储领域空白，为培育外贸新业态、构建咖啡跨境商贸流通新载体提供了重要硬件支撑。

　　2025年11月20日，昆明海关批准同意在保山产业园区设立公用型保税仓库。获批后，园区紧扣时序、严把标准，高效完成场地改造、配套设施建设及海关监管系统搭建等工作。2026年6月底，项目全面竣工，并通过昆明海关验收，正式取得运营资质。

　　据介绍，公用型保税仓库总建筑面积为9000余平方米，同步配套隔离围网、地磅卡口等基础设施，搭建智慧化监管平台与智能化仓储WMS管理系统，实现进口货物全流程实时监控、智能管理，仓储监管规范化、智能化水平显著提升。常态化仓储能力达6000吨咖啡生豆，对应货值约4亿元；远期辐射周边州市后，最大仓储量可达15000吨，货值超10亿元。

　　公用型保税仓库聚焦咖啡产业外贸需求，主要为未办结清关手续的进口咖啡货物提供保税仓储、合规监管等配套服务。依托保税缓税核心功能，有效降低企业资金占用压力，智能化监管体系可有效满足咖啡跨境贸易监管要求，破解进出口仓储、通关堵点问题。

　　据测算，依托保税平台优势，咖啡进口通关时效由原来的3至5天压缩至1天以内，大幅提升跨境贸易便利化水平，显著降低企业经营成本。同时，进一步畅通了咖啡跨境贸易渠道，加快构建起“买全球、卖全球”的产业流通闭环，推动保山咖啡产业深度融入国内国际双循环新发展格局。

Recently, the coffee themed public bonded warehouse in Baoshan Industrial Park, Yunnan has been officially approved for operation, becoming the first professional bonded storage facility for coffee in the province, filling the gap in the bonded storage field of Baoshan's coffee industry, and providing important hardware support for cultivating new foreign trade formats and building new carriers for cross-border coffee trade flow.

On November 20, 2025, Kunming Customs approved the establishment of a public bonded warehouse in Baoshan Industrial Park. After approval, the park closely follows the timeline, strictly controls the standards, and efficiently completes the site renovation, supporting facility construction, and customs supervision system construction. By the end of June 2026, the project will be fully completed and have passed the acceptance of Kunming Customs, officially obtaining operational qualifications.

It is reported that the total construction area of the public bonded warehouse is over 9000 square meters, and it is equipped with basic facilities such as isolation fences and weighing checkpoints. A smart supervision platform and an intelligent warehousing WMS management system are built to achieve real-time monitoring and intelligent management of the entire process of imported goods. The standardization and intelligence level of warehousing supervision have been significantly improved. The normalized storage capacity reaches 6000 tons of coffee beans, corresponding to a value of approximately 400 million yuan; After radiating to surrounding cities in the long term, the maximum warehouse storage capacity can reach 15000 tons, with a value of over 1 billion yuan.

The public bonded warehouse focuses on the foreign trade demand of the coffee industry, mainly providing bonded warehousing, compliance supervision and other supporting services for imported coffee goods that have not completed customs clearance procedures. By relying on the core function of bonded tax deferral, the pressure of enterprise capital occupation can be effectively reduced. The intelligent supervision system can effectively meet the requirements of cross-border coffee trade supervision and solve the problems of import and export warehousing and customs clearance bottlenecks.

According to calculations, relying on the advantages of bonded platforms, the customs clearance time for coffee imports has been reduced from 3 to 5 days to less than 1 day, significantly improving the level of cross-border trade facilitation and significantly reducing business operating costs. At the same time, it has further opened up cross-border trade channels for coffee, accelerated the construction of an industrial circulation loop of "buying globally and selling globally", and promoted the deep integration of Baoshan coffee industry into the new development pattern of domestic and international dual circulation.
