非洲农产品输华再迎红利!根据海关总署日前发布的公告,自2026年7月20日起,来自非洲53个建交国的咖啡豆在符合要求的前提下,均可向中国出口。海关总署动植检司负责人5月27日表示,海关总署在确保安全的前提下,进一步加快非洲农食产品检疫准入,此次允许输华的咖啡豆是继干辣椒后,再次在非洲建交国中实现全面检疫准入的农产品。

咖啡豆既是非洲特色农产品,也是诸多非洲国家的重要经济支柱产业。该负责人介绍说,目前,埃塞俄比亚、布隆迪等非洲国家的咖啡豆已实现检疫准入,毛里求斯、安哥拉、多哥、几内亚、利比里亚、圣多美和普林西比等非洲国家已相继提出咖啡豆输华申请。

该负责人表示,依据相关法律法规和国际标准,海关总署组织专家对非洲国家咖啡豆的种植、生产及加工等开展全面评估,认为非洲地区咖啡豆有关病虫害和风险防控措施基本相同,并据此制定了统一的进境植物检疫要求,包括种植基地管理、加工企业注册、出口检验检疫、出具检疫证书等,明确来自非洲建交国的咖啡豆只要符合相关要求即可对华出口,而不再与相关国家主管部门逐一商谈检疫要求或签署准入协议。

业内人士告诉记者,“全面检疫准入”解决了“能不能卖”的问题,但并不等于非洲咖啡豆可以免检通关。今后,如果其他非洲建交国有咖啡豆输华意向,需符合海关总署2026年第68号公告要求。

该负责人表示,海关总署将持续落实升级后的“绿色通道”便利化措施,助力更多优质安全的非洲农食产品进入我国,与非洲国家分享发展机遇,也为我国消费者提供更加丰富多元的选择。

According to a recent announcement by the General Administration of Customs, starting from July 20, 2026, coffee beans from 53 African countries with diplomatic relations can be exported to China if they meet the requirements. The head of the Animal and Plant Inspection Department of the General Administration of Customs stated on May 27th that while ensuring safety, the General Administration of Customs will further accelerate the quarantine and access of African agricultural and food products. The coffee beans allowed to be exported to China this time are the first agricultural products to achieve comprehensive quarantine and access in African countries with diplomatic relations, following dried chili peppers.

Coffee beans are not only a characteristic agricultural product of Africa, but also an important economic pillar industry for many African countries. The person in charge said that at present, coffee beans from Ethiopia, Burundi and other African countries have achieved quarantine access, and Mauritius, Angola, Togo, Guinea, Liberia,  Sao Tome and Principe and other African countries have successively applied for exporting coffee beans to China.

The person in charge stated that, in accordance with relevant laws, regulations, and international standards, the General Administration of Customs organized experts to conduct a comprehensive evaluation of the planting, production, and processing of coffee beans in African countries. They believed that the pest and risk prevention measures for coffee beans in the African region were basically the same, and based on this, unified import plant quarantine requirements were formulated, including management of planting bases, registration of processing enterprises, export inspection and quarantine, and issuance of quarantine certificates. It was clarified that coffee beans from African countries with diplomatic relations can be exported to China as long as they meet the relevant requirements, without negotiating quarantine requirements or signing entry agreements with relevant national authorities one by one.

Industry insiders told reporters that "comprehensive quarantine access" solves the problem of whether African coffee beans can be sold, but it does not mean that African coffee beans can be exempted from inspection and customs clearance. In the future, if other African countries with diplomatic relations intend to export coffee beans to China, they must comply with the requirements of General Administration of Customs Announcement No. 68 of 2026.

The person in charge stated that the General Administration of Customs will continue to implement the upgraded "green channel" facilitation measures, help more high-quality and safe African agricultural and food products enter China, share development opportunities with African countries, and provide more diverse choices for Chinese consumers.
