星巴克韩国成立工会 为韩国连锁咖啡行业首例Starbucks Korea establishes union, marking the first time in the Korean chain coffee industry

据韩国全国民主劳动组合总联盟(民主劳总)全国化学纤维食品产业工会19日消息,星巴克韩国员工于16日加入民主劳总化纤食品工会,并成立星巴克分会(以下简称“分会”)。这是韩国连锁咖啡行业首次成立工会分会,也意味着长期未建立工会的星巴克韩国正式进入劳资协商新阶段。分会表示,公司长期以来虽通过内部员工沟通会议听取意见,但相关机制流于形式,未能切实反映和解决一线员工诉求。与此同时,公司在未充分听取员工意见的情况下,持续扩大促销活动规模并推出新的运营政策,导致员工工作负担不断加重,因此决定成立工会。

分会还指出,目前门店普遍存在各时段人手持续减少、促销及营销活动不断增加、员工劳动强度上升、工资水平难以维持生计、排班安排导致员工难以兼顾副业,以及工伤申请困难等问题。分会表示,未来将围绕改善劳动环境、增加人力配置、完善薪酬待遇等议题,与公司展开协商。据悉,此前员工曾多次通过卡车示威、摆放花圈等方式要求公司改善劳动环境。在尚未成立工会的2021年和2024年,星巴克韩国员工还曾通过匿名网络社区发起联合行动,呼吁缓解因促销活动增加而加重的工作负担,并要求增加人手、改善待遇。不过,由于缺乏正式协商机制,相关诉求始终未得到根本解决。

目前,星巴克韩国共有约2.3万名员工,门店员工均由总部直接雇佣。对此,星巴克韩国方面表示,将依据相关法律法规与工会进行沟通,并努力构建相互尊重、稳定的劳资关系。

According to the National Chemical Fiber Food Industry Union of the National Federation of Democratic Labor Unions (CDFTU) in South Korea on the 19th, Starbucks Korean employees joined the CDFTU Chemical Fiber Food Union on the 16th and established a Starbucks branch (hereinafter referred to as the "branch"). This is the first time that a union branch has been established in the South Korean chain coffee industry, which also means that Starbucks Korea, which has not established a union for a long time, has officially entered a new stage of labor management negotiation. The branch stated that although the company has been listening to opinions through internal employee communication meetings for a long time, the relevant mechanisms have become mere formalities and have not effectively reflected and resolved the demands of frontline employees. At the same time, the company continued to expand its promotional activities and introduce new operational policies without fully listening to employee opinions, resulting in an increasing workload for employees. Therefore, it was decided to establish a union.
The branch also pointed out that currently, there are widespread problems in stores, such as a continuous decrease in manpower at various times, an increase in promotional and marketing activities, an increase in employee labor intensity, difficulty in maintaining a stable salary level, scheduling arrangements that make it difficult for employees to balance their side jobs, and difficulties in applying for work-related injuries. The branch stated that in the future, it will negotiate with the company on issues such as improving the working environment, increasing manpower allocation, and improving salary and benefits. It is reported that employees have repeatedly demanded the company to improve the working environment through truck demonstrations, flower arrangements, and other means. In 2021 and 2024, before the establishment of a union, Starbucks Korean employees also launched a joint action through an anonymous online community, calling for relief from the increased workload caused by promotional activities and demanding an increase in manpower and improved treatment. However, due to the lack of a formal negotiation mechanism, the relevant demands have not been fundamentally resolved.
At present, Starbucks Korea has about 23000 employees, all of whom are directly employed by the headquarters. Starbucks Korea stated that it will communicate with the labor union in accordance with relevant laws and regulations, and strive to build a mutually respectful and stable labor management relationship.
