领域科技计划项目申报工作的通知
有关单位:
为深入贯彻落实习近平总书记考察云南重要讲话精神,落实省委、省政府工作要求,在前期系统梳理花卉、咖啡产业科技需求的基础上,经研究决定,从全产业链出发,聚焦破解目前花卉、咖啡产业发展重点环节的难题堵点,年内组织启动实施一批重大科技专项计划项目,现就有关事项通知如下。
一、花卉重点领域科技计划项目选题
(一)高产抗病月季新品种选育与产业化应用
主要支持内容:开展月季高产抗病优异种质资源收集、鉴定与评价,构建核心育种群体;采用常规杂交+分子标记辅助育种,定向选育高产、优质、抗病、耐储运鲜切花月季新品种;建立新品种高效组培快繁与标准化栽培技术体系;开展区域试验与示范,形成配套生产规程,推进品种权申请与产业化推广。
主要考核方向与内容:建立稳定核心育种亲本库,采集杂交果实3000—5000个,收获杂交种子12万—18万粒;选育具有自主知识产权月季新品种3—5个,新品种综合抗病性提升30%以上,亩产提高15%–20%,瓶插期延长3—5天,新品种推广种植30万株以上,累计新产增产值600万元以上;申请植物新品种权2—3项;制定育种/栽培技术规程1—2项。
支持强度:每个项目资助经费原则上不超过400万元。
(二)洋桔梗无性系种苗高效繁育技术研发与应用
主要支持内容:利用体细胞胚技术构建洋桔梗无性系种苗高效繁育技术体系,开展种苗规模化、工厂化繁育;研究开发绿色高效栽培技术,形成技术规程;在核心产区开展国产种苗和栽培技术示范应用,建立“优质种苗+绿色栽培”示范基地,实现洋桔梗从种业到产业的提质增效。
主要考核方向与内容:突破洋桔梗无性系高效繁育技术;建立种苗生产基地和中试生产线,运用无性系种苗繁育技术不少于1000亩,种苗自给率不低于3%,新产增产值500万元以上;构建绿色高效栽培技术,形成技术规程。
支持强度:每个项目资助经费原则上不超过400万元。
(三)热带花卉植物种质资源收集与开发利用
主要支持内容:聚焦秋海棠科、鹿角蕨属、天南星科彩叶芋属、蔓绿绒属、龟背竹属、花烛属等重点种属,兼顾热带切花资源如瓷玫瑰、蜂巢姜、蝎尾蕉属、热带兰、蒟蒻属等,开展系统性热带花卉收集,建立核心种质资源圃;围绕种质资源开展杂交等育种工作;开展潜在热带花卉资源的商品性状筛选与评价,并创新种质资源,集成配套优良新种质的组培快繁技术;对优良资源开展规范化、标准化栽培技术研制,并具有一定规模的种植示范;建设引种保育圃1个,研发3—5种热带花卉组织培养快繁技术并推广应用。
主要考核方向与内容:收集高商业价值热带花卉资源不少于500种,构建核心种质资源圃;通过系统性评价筛选出10种适合做切花的新优资源,并进行种植示范推广;通过杂交、辐射等育种手段,创制不少于50份新种质资源;开展10个品类新优品种的组培技术研发;推广相关成果应用种植面积200亩以上,累计新产增产值200万元以上;研制相关花卉栽培配套技术规程规范2—3套;申请专利2项。
支持强度:每个项目资助经费原则上不超过400万元。
(四)优势特色兰花品种选育与产业化应用
主要支持内容:以蝴蝶兰、大花蕙兰、石斛兰等云南特色兰花为研究对象,整合多组学数据建立种质数字化资源库及DNA指纹图谱,筛选优异核心亲本。开展种间杂交与分子育种,开发芳香、花型、花色、抗病性等目标性状功能性分子标记,挖掘并验证关键功能基因及调控网络,选育具有自主知识产权的新品种;构建基于茎尖分生组织快繁与体细胞胚发生技术的高效无病毒种苗繁育体系;研发病害精准防控与光温精准调控的花期管理技术,推动兰花产业转型升级。
主要考核方向与内容:收集评价种质300份以上,建成种质资源数字化平台与DNA指纹图谱鉴定体系;开发功能性分子标记4个以上,挖掘验证关键功能基因4个以上;选育兰花新品种20个以上;制定健康种苗技术标准2项,建成无病毒种苗年产能500万株生产线,新产增产值600万元以上;建立花期精准调控与病害精准防控生产技术体系,建设标准化优质产品生产示范基地4个,制定技术标准2项以上;申请发明专利4项以上。
支持强度:每个项目资助经费原则上不超过400万元。
(五)云南特色木本花卉产业化关键技术研究
主要支持内容:构建云南特色木本花卉种质资源评价体系,结合SNP分子标记数据,建立核心种质资源库及精准评价技术体系;以抗逆性强同时表现优良观赏性状(叶、花序、株型、果实等)的种质资源作为研究对象,开展优异基因资源挖掘,深入解析调控优良性状的关键基因及互作网络,阐明分子调控机制,为功能基因利用、新品种研发以及分子育种提供依据,建立配套育种技术体系。
主要考核方向与内容:创制木本花卉新种质40—45份;建立种质快速评价技术体系5套、病虫害防控关键技术规程3套、切花保鲜关键技术规程3套,优化高效繁育技术规程5套,申报发明专利5件;建立示范基地2个,种植面积200亩;繁育优质种苗60万株进行推广应用,新产增产值300万元以上。
支持强度:每个项目资助经费原则上不超过300万元。
(六)国际月季品种标样库建设及花卉智能表型分析软硬件研发与运用
主要支持内容:建设国际先进水平月季品种标样库,系统收集、表型鉴定、分子鉴定与保育全球具有代表性的月季种质资源;建立标准化、数字化的种质资源保存与管理体系;开展花卉智能表型分析软硬件研发,突破高通量图像采集、智能识别算法等关键技术,构建智能化分析平台;支持标样库与智能分析系统在新品种选育、良种繁育、品质评价、知识产权保护等环节的集成应用。
主要考核方向与内容:建成包含活体保育量10000份的国际月季品种标样库;构建月季品种标样库管理标准及体系1套,研发用于开展DUS测试的花卉便携智能表型分析装备及软件1套。形成软件著作权2项、发明专利2项。
支持强度:每个项目资助经费原则上不超过300万元。
(七)设施花卉智能植保装备研发与应用
主要支持内容:研发集成多光谱成像、高精度传感器等技术,具备自主导航与环境感知能力的花卉自动巡检机器人;基于对花卉生长环境(光、温、水、气)及植株表型的动态监测采集设备布设,构建基于人工智能的花卉病虫害智能识别与发生风险预测模型,实现病虫害的早期诊断与趋势预警;同步研发具备拟人化作业能力的智能施药装备,针对不同病虫害类型、发生程度及作物冠层结构,开发柔性仿生喷洒执行机制,实现靶向识别、变量喷洒与精准施药研发目标。
主要考核方向与内容:研制出适用于我省温室花卉种植场景的自动巡检机器人样机1台,具备自主导航与避障功能;研发拟人化智能打药机1台,农药减量使用不低于20%,防治效率提升30%以上;形成“巡检、诊断、预警、施药”一体化智能植保系统,在2个以上典型花卉生产基地开展示范应用,累计应用面积不少于1000亩;申请或授权发明专利不少于2项,软件著作权不少于3项,制定相关技术标准或作业规范1项。
支持强度:每个项目资助经费原则上不超过300万元。
(八)出口通关及跨域运输减损增效关键技术研发与示范应用
主要支持内容:研发适合鲜切花跨域运输的差异化精准气调和冰温防腐保鲜技术;研发高可控性空气放电自由基保鲜处理技术;对现有鲜切花的熏蒸技术进行迭代提升;研发鲜切花采后灰霉病快速检测和高效消杀技术及设备;建设出口鲜切花检疫性病害监测与防治体系,建立应用示范点,开展保鲜技术与装备的示范应用;开展鲜切花通关便利化技术及政策研究,针对试点企业主要出口目标市场,梳理检疫法规与技术壁垒,制定生产期疫情防控方案。
主要考核方向与内容:研制高效预冷、可控熏蒸、保鲜剂精准施加功能于一体的自动化联合处理装备1—2台/套,实现采后关键处理环节的连续化、标准化作业,处理效率提升30%以上,并形成企业技术规范;针对灰霉病菌孢子,建立1套新的鲜切花熏蒸技术体系,并形成企业技术规范;建立覆盖主要产区的鲜切花田间检疫性有害生物监测数据库1个,针对主要出口市场的检疫要求,制定形成标准化生产期疫情防控技术方案与操作手册;申请或授权国际或国家专利2—3件;研发有害生物鉴定的新装备和新技术1项。
支持强度:每个项目资助经费原则上不超过300万元。
(九)云南优势切花基质栽培及水肥循环利用技术研发及应用
主要支持内容:开展洋桔梗、康乃馨、绣球、百合等优势切花无土栽培关键技术攻关;推进切花洋桔梗、绣球无土栽培技术集成示范推广,突破切花洋桔梗种苗国产化生产瓶颈,整合关键技术成果与生产实际需求,构建涵盖品种选择、基质应用、水肥管理、病虫害防控等全流程的无土栽培标准化体系,推动技术落地转化;开展配套设施集成示范,融合AI智能环控、水净化处理、加温、施肥等系统,与无土栽培床、循环系统、基质配比及温光水肥精准调控技术深度集成。
主要考核方向与内容:形成覆盖2个以上优势切花品类基质栽培及水肥利用技术体系;形成基质栽培替代材料及基质配方2个、精准施肥灌溉及配方2个;申请专利1项,形成2个无土栽培技术标准;建立示范基地2个,示范面积100亩,优质花占比70%以上,化肥农药双减20%以上,技术培训200人,培养300个高技能人才。
支持强度:每个项目资助经费原则上不超过300万元。
二、咖啡重点领域科技计划项目选题
(一)咖啡主要病虫害防控
主要支持内容:开展农业防治、物理防治、生物防治与药剂防治相结合的咖啡主要病虫害综合防控技术研究。开展咖啡锈病、天牛等主要病虫害生防菌剂制备;开展咖啡锈菌小种类型鉴定;筛选咖啡主要害虫的优势天敌类群,开展防效评价与规模化繁育技术研究;筛选针对咖啡主要害虫的引诱剂配方,开展诱集监测效果评价和田间中试应用;开展便于病虫害防治的栽培模式研究;完成主要病虫害RNA靶向药物的稳定性改良、绿色助剂适配及环境安全评估,开展高效低频环境优化的药剂筛选及施用方法研究;针对重大检疫性害虫,开展其入侵扩散规律、发生为害规律及成灾机制研究,构建对应的预测预报和防控技术体系。
主要考核方向与内容:明确云南咖啡锈菌小种类型及分布特征,筛选咖啡主要病虫害生防菌株2株,构建生防菌防治病虫害技术2—3套;筛选咖啡主要害虫优势天敌昆虫1种以上,构建天敌昆虫规模化扩繁、复壮、野外精准释放及防效评价体系1套;开发针对咖啡主要害虫引诱剂产品1个,完成登记药剂1—2个;创建便于病虫害防治栽培模式2—3个;创建重大检疫性害虫预测预报体系1套,疫区消杀技术体系1套;形成咖啡主要病虫害绿色防控技术体系1套,建立示范基地10个,示范面积10000亩以上。
支持强度:每个项目资助经费原则上不超过300万元。
(二)咖啡风味数据库建设和数字化应用
主要支持内容:开展生豆前体物质、熟豆挥发性风味物质、非挥发性呈味物质及感官评价数据采集,覆盖云南主要咖啡产区、代表性品种和典型加工方式,形成云南咖啡风味指纹库,构建风味物质组成与感官指标的精准预判系统;针对不同消费场景、企业和培训需求,建设定制化拼配示范线,形成数字化应用流程;开展“中式咖啡”标准研究。
主要考核方向与内容:构建云南咖啡风味数据库1个,形成风味指纹图谱50套;建立“中式咖啡”风味轮1个,开发风味校正液50个以上,形成符合云南咖啡风味表达特点的感官描述体系和评价语言;建立风味物质组成与感官指标精准预判系统1套;形成可推广应用的拼配方案和产品标准3个,建设数字化、定制化拼配示范线3条以上,开发新产品10款以上,新增产值1亿元以上。
支持强度:每个项目资助经费原则上不超过400万元。
(三)咖啡高值化加工与产品创制
主要支持内容:建立咖啡精深加工高效应用技术体系;建立咖啡生豆与精深加工适配评价技术体系;突破组分识别靶向萃取和精深加工节能关键技术;研发风味稳态化与复配标准化加工关键工艺;建立风味需求—靶向调控映射模型,开展个性化、数字化风味配置方案及加工技术研究;开发咖啡浓缩液、冻干粉、功能性咖啡、即饮产品及咖啡浓缩基料等高附加值系列产品;整合菌群构建、AI动态调控与胁迫发酵技术,筛选增香菌株形成复合菌剂;集成花卉、水果等特色风味基质与优良发酵菌种协同调控技术,打造兼具云南地域辨识度和市场口碑的系列精品咖啡产品。
主要考核方向与内容:构建咖啡分段精深加工高效应用技术体系1套、咖啡生豆与精深加工适配评价技术体系1套,形成咖啡靶向风味萃取、风味稳态化复配加工关键技术及精深加工节能关键技术各1项,搭建个性化、数字化风味调配方案系统1套,研发适配多样化风味的模块化装备及配套加工技术包1套;开发并建成提取效率明显提升、能耗明显降低的柔性工艺流向的复合萃取、浓缩、干燥的咖啡固体饮料自动化、国产化咖啡高端工业装备1套;集成花卉、水果等云南特色风味基质与优良菌种协同调控技术2项,形成协同发酵工艺方案3套以上;落地建设精深加工示范线3条以上,开发高附加值精品咖啡产品10款以上,新增产值1亿元以上。
支持强度:每个项目资助经费原则上不超过400万元。
(四)咖啡质量安全控制技术研究
主要支持内容:重点突破咖啡外源物质快速筛查与精准鉴别技术;系统解析咖啡生产中污染物的形成机制与迁移转化规律,并建立相应检测和防控技术;阐明咖啡热加工过程中有害物质的生成路径,开发靶向阻控技术;研究咖啡全产业链的质量安全管控及溯源技术;构建咖啡质量安全数据库和追溯体系并开展应用。
主要考核方向与内容:建立基于气相色谱指纹图谱的咖啡外源物质添加方法快速鉴别体系1套;开发化学计量学与神经感官量化结合的外源物质添加鉴别模型1个;建立咖啡中典型掺假风味化合物多维谱图数据库1个;形成速溶咖啡中典型掺假物质质谱确证与快速筛查方法1个;建立咖啡全链条污染物风险图谱1套;开发靶向阻控技术2项;研发快速检测产品2个以上;建立咖啡质量安全数据库1个;质量安全控制追溯体系1套;在10家咖啡企业开展全流程示范应用。
支持强度:每个项目资助经费原则上不超过300万元。
(五)精品咖啡庄园提质升级关键技术创新与应用
主要支持内容:筛选适宜精品咖啡庄园生态环境的特色优良品种和适配庄园加工需求的专用品种;研究现代化庄园咖啡配套种植技术,构建咖啡园智慧化、数字化精准管理系统;庄园特色精品咖啡稳态化、定制化加工技术体系研发,“咖啡+”多元化新咖饮产品研发技术集成与产业化示范。
主要考核方向与内容:筛选庄园专属品种4个以上,建立新品种示范基地4个,示范面积4000亩;开发智慧咖啡园综合管理体系1套;开发庄园特色精品咖啡稳态化特色化加工技术4套,开发庄园特色精品咖啡4款、特色“咖啡+”新咖饮产品4款,平均销售额达1000万元以上。
支持强度:每个项目资助经费原则上不超过400万元。
三、项目申报要求
项目申报原则上遵守《云南省科技厅关于发布2027年重点领域科技计划项目申报指南的通知》“项目申报要求”相关规定。
(一)坚持以需定研,强化服务产业、服务企业,原则上产业技术、新产品开发等应用类型的研究项目,支持以企业牵头组织实施。应用类项目均应明确拟攻关突破的关键核心技术,明确新产品、新技术等运用产生的直接经济效益情况。
(二)项目牵头单位为科研院所、高等学校的,应整合集成省内相关领域的优势科研团队,鼓励联合省外顶尖科学家团队联合攻关。强化应用基础研究、共性关键技术研发和集成示范应用等创新链的统筹衔接。组织不少于5家企业共同开展技术集成示范应用。
(三)项目牵头单位为企业的,应吸纳省内外相关领域科研院所、高等学校的优势科研团队,推进产学研结合,强化技术转移与成果转化。
鼓励牵头企业联合多个相关企业共同推进成果转化应用。
四、项目申报流程
(一)网上填报
1.本通知发布后,各项目申报单位即可组织登录云南省科技管理系统(https://kjgl.kjt.yn.gov.cn/egrantweb/,以下简称信息系统)在线填报申报项目。项目类别请选择重大科技专项计划下对应专项。
2.通知印发之日起,信息系统同步开放申报口,请各有关单位于2026年8月7日前完成申报。
(二)项目推荐部门审核
项目推荐部门在线审查、签署推荐意见后提交省科技厅(在线申报不需提交纸质材料)。推荐部门在线审核时间为申报单位提交项目申请后3个工作日之内。

In order to thoroughly implement the spirit of General Secretary Xi Jinping's important speech during his inspection of Yunnan and meet the work requirements of the provincial party committee and government, based on the systematic sorting of the technological needs of the flower and coffee industries in the early stage, and after research and decision, starting from the entire industry chain, focusing on solving the difficult problems and bottlenecks in the current key links of the development of the flower and coffee industries, a number of major scientific and technological special projects will be organized and launched within the year. The relevant matters are hereby notified as follows.

1、 Topic selection for key technology projects in the field of flowers

(1) Breeding and industrial application of high-yield and disease resistant rose varieties

Main support content: Carry out the collection, identification, and evaluation of high-yield and disease resistant excellent germplasm resources of roses, and build a core breeding population; Using conventional hybridization and molecular marker assisted breeding, targeted selection of high-yield, high-quality, disease resistant, and storage tolerant fresh cut rose varieties; Establish an efficient tissue culture, rapid propagation, and standardized cultivation technology system for new varieties; Carry out regional experiments and demonstrations, establish supporting production regulations, promote variety rights applications and industrialization promotion.

Main assessment direction and content: Establish a stable core breeding parent bank, collect 3000-5000 hybrid fruits, and harvest 120000 to 180000 hybrid seeds; Breeding 3-5 new varieties of roses with independent intellectual property rights, improving their comprehensive disease resistance by more than 30%, increasing yield per mu by 15% -20%, extending the bottle insertion period by 3-5 days, promoting the planting of more than 300000 new varieties, and increasing the cumulative yield by more than 6 million yuan; Apply for 2-3 plant variety rights; Develop 1-2 breeding/cultivation technical regulations.

Support intensity: The funding for each project should not exceed 4 million yuan in principle.

(2) Research and application of efficient breeding technology for clonal seedlings of Platycodon grandiflorum

Main support content: Utilizing somatic embryo technology to construct an efficient breeding technology system for Eucommia ulmoides clone seedlings, and carrying out large-scale and factory breeding of seedlings; Research and develop green and efficient cultivation techniques, and establish technical regulations; Carry out demonstration and application of domestic seedlings and cultivation techniques in core production areas, establish a demonstration base of "high-quality seedlings+green cultivation", and achieve the improvement and efficiency of Platycodon grandiflorum from seed industry to industry.

Main assessment direction and content: Breakthrough the efficient breeding technology of Platycodon grandiflorum clones; Establish seedling production bases and pilot production lines, using asexual seedling breeding technology for no less than 1000 acres, with a self-sufficiency rate of no less than 3% for seedlings, and a new production increase value of more than 5 million yuan; Develop green and efficient cultivation techniques, and establish technical regulations.

Support intensity: The funding for each project should not exceed 4 million yuan in principle.

(3) Collection and Development of Germplasm Resources of Tropical Flower Plants

Main support content: Focus on key species such as Camellia family, Antlers genus, Araceae color leafed taro genus, Crassulaceae genus, Turquoise genus, and Candle genus, while also considering tropical cut flower resources such as porcelain roses, honeycomb ginger, scorpion tail banana genus, tropical orchids, and konjac genus. Carry out systematic collection of tropical flowers and establish a core germplasm resource garden; Carry out breeding work such as hybridization around germplasm resources; Carry out commodity trait screening and evaluation of potential tropical flower resources, innovate germplasm resources, and integrate tissue culture and rapid propagation technologies with excellent new germplasm; Develop standardized and standardized cultivation techniques for excellent resources, and demonstrate planting on a certain scale; Construct one introduction and conservation nursery, develop 3-5 rapid propagation techniques for tropical flower tissue culture, and promote their application.

Main assessment direction and content: Collect no less than 500 high commercial value tropical flower resources and build a core germplasm resource garden; Select 10 new and excellent resources suitable for cutting flowers through systematic evaluation, and carry out planting demonstration and promotion; Create no less than 50 new germplasm resources through breeding methods such as hybridization and radiation; Carry out research and development of tissue culture technology for 10 new and excellent varieties in different categories; Promote the application of related achievements with a planting area of over 200 acres and a cumulative increase in new production value of over 2 million yuan; Develop 2-3 sets of technical regulations and standards for supporting flower cultivation; Apply for 2 patents.

Support intensity: The funding for each project should not exceed 4 million yuan in principle.

(4) Breeding and Industrial Application of Advantageous and Characteristic Orchid Varieties

Main support content: Taking Yunnan characteristic orchids such as Phalaenopsis, Cymbidium, and Dendrobium as research objects, integrating multiple omics data to establish a germplasm digital resource library and DNA fingerprint map, and screening excellent core parents. Carry out interspecific hybridization and molecular breeding, develop functional molecular markers for target traits such as aroma, flower type, color, and disease resistance, explore and verify key functional genes and regulatory networks, and breed new varieties with independent intellectual property rights; Constructing an efficient virus-free seedling breeding system based on stem tip meristem rapid propagation and somatic embryogenesis technology; Developing precise disease prevention and control, as well as precise control of light and temperature during flowering period management technology, to promote the transformation and upgrading of the orchid industry.

Main assessment direction and content: Collect and evaluate more than 300 germplasm samples, establish a digital platform for germplasm resources and a DNA fingerprint identification system; Develop at least 4 functional molecular markers and mine and validate at least 4 key functional genes; Breeding more than 20 new orchid varieties; Develop 2 technical standards for healthy seedlings, establish a production line with an annual production capacity of 5 million virus-free seedlings, and increase the value of new production by more than 6 million yuan; Establish a production technology system for precise regulation of flowering period and precise prevention and control of diseases, build four standardized high-quality product production demonstration bases, and formulate more than two technical standards; Apply for at least 4 invention patents.

Support intensity: The funding for each project should not exceed 4 million yuan in principle.

(5) Research on Key Technologies for Industrialization of Yunnan's Characteristic Woody Flowers

Main support content: Constructing an evaluation system for Yunnan's characteristic woody flower germplasm resources, combining SNP molecular marker data to establish a core germplasm resource library and accurate evaluation technology system; Taking germplasm resources with strong stress resistance and excellent ornamental traits (leaves, inflorescences, plant types, fruits, etc.) as the research object, we will carry out the exploration of excellent gene resources, deeply analyze the key genes and interaction networks that regulate excellent traits, clarify the molecular regulatory mechanism, provide a basis for functional gene utilization, new variety development, and molecular breeding, and establish a supporting breeding technology system.

3、 Project application requirements

(2) If the leading unit of the project is a research institute or a higher education institution, it should integrate and integrate the advantageous research teams in relevant fields within the province, and encourage joint research and development with top scientists from outside the province.
