The relevant matters are hereby notified as follows.
1、 Topic selection for key technology projects in the field of flowers
(1) Breeding and industrial application of high-yield and disease resistant rose varieties
Main support content: Carry out the collection, identification, and evaluation of high-yield and disease resistant excellent germplasm resources of roses, and build a core breeding population; Using conventional hybridization and molecular marker assisted breeding, targeted selection of high-yield, high-quality, disease resistant, and storage tolerant fresh cut rose varieties; Establish an efficient tissue culture, rapid propagation, and standardized cultivation technology system for new varieties; Carry out regional experiments and demonstrations, establish supporting production regulations, promote variety rights applications and industrialization promotion.
Main assessment direction and content: Establish a stable core breeding parent bank, collect 3000-5000 hybrid fruits, and harvest 120000 to 180000 hybrid seeds; Breeding 3-5 new varieties of roses with independent intellectual property rights, improving their comprehensive disease resistance by more than 30%, increasing yield per mu by 15% -20%, extending the bottle insertion period by 3-5 days, promoting the planting of more than 300000 new varieties, and increasing the cumulative yield by more than 6 million yuan; Apply for 2-3 plant variety rights; Develop 1-2 breeding/cultivation technical regulations.

(2) Research and application of efficient breeding technology for clonal seedlings of Platycodon grandiflorum
Main support content: Utilizing somatic embryo technology to construct an efficient breeding technology system for Eucommia ulmoides clone seedlings, and carrying out large-scale and factory breeding of seedlings; Research and develop green and efficient cultivation techniques, and establish technical regulations; Carry out demonstration and application of domestic seedlings and cultivation techniques in core production areas, establish a demonstration base of "high-quality seedlings+green cultivation", and achieve the improvement and efficiency of Platycodon grandiflorum from seed industry to industry.
Main assessment direction and content: Breakthrough the efficient breeding technology of Platycodon grandiflorum clones; Establish seedling production bases and pilot production lines, using asexual seedling breeding technology for no less than 1000 acres, with a self-sufficiency rate of no less than 3% for seedlings, and a new production increase value of more than 5 million yuan; Develop green and efficient cultivation techniques, and establish technical regulations.

(3) Collection and Development of Germplasm Resources of Tropical Flower Plants
Main support content: Focus on key species such as Camellia family, Antlers genus, Araceae color leafed taro genus, Crassulaceae genus, Turquoise genus, and Candle genus, while also considering tropical cut flower resources such as porcelain roses, honeycomb ginger, scorpion tail banana genus, tropical orchids, and konjac genus. Carry out systematic collection of tropical flowers and establish a core germplasm resource garden; Carry out breeding work such as hybridization around germplasm resources; Carry out commodity trait screening and evaluation of potential tropical flower resources, innovate germplasm resources, and integrate tissue culture and rapid propagation technologies with excellent new germplasm; Develop standardized and standardized cultivation techniques for excellent resources, and demonstrate planting on a certain scale; Construct one introduction and conservation nursery, develop 3-5 rapid propagation techniques for tropical flower tissue culture, and promote their application.

(4) Breeding and Industrial Application of Advantageous and Characteristic Orchid Varieties
Main support content: Taking Yunnan characteristic orchids such as Phalaenopsis, Cymbidium, and Dendrobium as research objects, integrating multiple omics data to establish a germplasm digital resource library and DNA fingerprint map, and screening excellent core parents. Carry out interspecific hybridization and molecular breeding, develop functional molecular markers for target traits such as aroma, flower type, color, and disease resistance, explore and verify key functional genes and regulatory networks, and breed new varieties with independent intellectual property rights; Constructing an efficient virus-free seedling breeding system based on stem tip meristem rapid propagation and somatic embryogenesis technology; Developing precise disease prevention and control, as well as precise control of light and temperature during flowering period management technology, to promote the transformation and upgrading of the orchid industry.

(5) Research on Key Technologies for Industrialization of Yunnan's Characteristic Woody Flowers
Main support content: Constructing an evaluation system for Yunnan's characteristic woody flower germplasm resources, combining SNP molecular marker data to establish a core germplasm resource library and accurate evaluation technology system; Taking germplasm resources with strong stress resistance and excellent ornamental traits (leaves, inflorescences, plant types, fruits, etc.) as the research object, we will carry out the exploration of excellent gene resources, deeply analyze the key genes and interaction networks that regulate excellent traits, clarify the molecular regulatory mechanism, provide a basis for functional gene utilization, new variety development, and molecular breeding, and establish a supporting breeding technology system.

(6) Construction of International Rose Variety Standard Sample Library and Development and Application of Software and Hardware for Intelligent Phenotype Analysis of Flowers
Main support content: Building an international advanced level rose variety standard sample library, systematically collecting, phenotype identification, molecular identification, and conserving globally representative rose germplasm resources; Establish a standardized and digitized system for the preservation and management of germplasm resources; Carry out research and development of intelligent phenotype analysis software and hardware for flowers, break through key technologies such as high-throughput image acquisition and intelligent recognition algorithms, and build an intelligent analysis platform; Support the integrated application of standard sample library and intelligent analysis system in new variety breeding, good variety breeding, quality evaluation, intellectual property protection and other aspects.

(7) Research and application of intelligent plant protection equipment for facility flowers
Main support content: Research and development of flower automatic inspection robots that integrate multispectral imaging, high-precision sensors and other technologies, and have autonomous navigation and environmental perception capabilities; Based on the deployment of dynamic monitoring and collection equipment for the growth environment (light, temperature, water, gas) and plant phenotype of flowers, an artificial intelligence based intelligent recognition and risk prediction model for flower diseases and pests is constructed to achieve early diagnosis and trend warning of diseases and pests; Simultaneously developing intelligent pesticide application equipment with anthropomorphic operation capabilities, developing flexible biomimetic spraying execution mechanisms for different types of pests and diseases, occurrence levels, and crop canopy structures, to achieve targeted recognition, variable spraying, and precise pesticide application research and development goals.
Main assessment direction and content: Developed a prototype of an automatic inspection robot suitable for greenhouse flower planting scenes in our province, with autonomous navigation and obstacle avoidance functions; Develop one anthropomorphic intelligent pesticide spraying machine, reducing pesticide usage by no less than 20% and improving prevention and control efficiency by over 30%; Establish an integrated intelligent plant protection system that includes inspection, diagnosis, warning, and pesticide application, and carry out demonstration applications in two or more typical flower production bases, with a cumulative application area of no less than 1000 acres; Apply for or authorize no less than 2 invention patents, no less than 3 software copyrights, and establish 1 relevant technical standard or work specification.

(8) Research and demonstration application of key technologies for export customs clearance and cross domain transportation to reduce losses and increase efficiency
Main support content: Developing differentiated and precise air conditioning and ice temperature preservation technologies suitable for cross regional transportation of fresh cut flowers; Developing highly controllable air discharge free radical preservation technology; Iterative improvement of fumigation technology for existing fresh cut flowers; Research and develop technologies and equipment for rapid detection and efficient disinfection and sterilization of postharvest gray mold of fresh cut flowers; Establish a quarantine disease monitoring and prevention system for exported fresh cut flowers, establish application demonstration points, and carry out demonstration applications of preservation technology and equipment; Conduct research on facilitation technology and policies for customs clearance of fresh cut flowers, targeting the main export target markets of pilot enterprises, sorting out quarantine regulations and technical barriers, and formulating epidemic prevention and control plans during the production period.
Main assessment direction and content: Develop 1-2 sets of automated joint processing equipment that integrates efficient pre cooling, controllable fumigation, and precise application of preservatives, achieve continuous and standardized operation of key post harvest processing links, improve processing efficiency by more than 30%, and form enterprise technical specifications; Establish a new fumigation technology system for fresh cut flowers targeting the spores of Botrytis cinerea and form enterprise technical specifications; Establish a field quarantine pest monitoring database for fresh cut flowers covering major production areas, and develop standardized production period epidemic prevention and control technical plans and operation manuals based on the quarantine requirements of major export markets; Apply for or authorize 2-3 international or national patents; Develop one new equipment and technology for identifying harmful organisms.

(9) Research and application of substrate cultivation and water fertilizer recycling technology for Yunnan's advantageous cut flowers
Main support content: Carry out key technological breakthroughs in soilless cultivation of advantageous cut flowers such as Campanula, Carnation, Hydrangea, Lily, etc; Promote the integrated demonstration and promotion of soilless cultivation techniques for cut flower Platycodon grandiflorus and hydrangea, break through the bottleneck of domestic production of cut flower Platycodon grandiflorus seedlings, integrate key technological achievements and actual production needs, build a standardized soilless cultivation system covering the entire process of variety selection, substrate application, water and fertilizer management, pest and disease prevention and control, and promote the implementation and transformation of technologies; Carry out integrated demonstration of supporting facilities, integrate AI intelligent environmental control, water purification treatment, heating, fertilization and other systems, and deeply integrate with soilless cultivation beds, circulation systems, substrate ratios, and precise temperature, light, water and fertilizer regulation technologies.

2、 Topic selection for key coffee science and technology plan projects
(1) Prevention and control of major pests and diseases in coffee
Main support content: Conduct research on comprehensive prevention and control technologies for major coffee pests and diseases, combining agricultural control, physical control, biological control, and chemical control. Develop biocontrol agents for major diseases and pests such as coffee rust and longhorn beetle; Carry out identification of small species of coffee rust fungus; Screening dominant natural enemy groups of major coffee pests, conducting efficacy evaluation and large-scale breeding technology research; Screening of attractant formulas targeting major coffee pests, evaluation of trapping and monitoring effects, and field pilot applications; Conduct research on cultivation models that facilitate disease and pest control; Complete the stability improvement of RNA targeted drugs for major pests and diseases, adapt green adjuvants, and conduct environmental safety assessments, and carry out efficient low-frequency environmental optimization drug screening and application method research; Conduct research on the invasion and spread patterns, occurrence and damage patterns, and disaster mechanisms of major quarantine pests, and construct corresponding prediction and control technology systems.

3、 Project application requirements
The project application principle shall comply with the relevant provisions of the "Notice of Yunnan Provincial Department of Science and Technology on Issuing the Guidelines for the Application of Key Field Science and Technology Plan Projects in 2027" and the "Project Application Requirements".
(1) Adhere to the principle of customized research based on needs, strengthen the service industry and service enterprises, and support the implementation of research projects on industrial technology, new product development and other application types led by enterprises. Application projects should clearly identify the key core technologies to be tackled and breakthrough, and clarify the direct economic benefits generated by the application of new products, new technologies, etc.
(2) If the leading unit of the project is a research institute or a higher education institution, it should integrate and integrate the advantageous research teams in relevant fields within the province, and encourage joint research and development with top scientists from outside the province. Strengthen the coordinated connection of innovation chains such as application basic research, common key technology development, and integrated demonstration applications. Organize no less than 5 enterprises to jointly carry out technology integration demonstration applications.
(3) If the leading unit of the project is an enterprise, it should attract advantageous research teams from relevant research institutes and universities within and outside the province, promote the integration of industry, academia and research, and strengthen technology transfer and achievement transformation.
Encourage leading enterprises to collaborate with multiple related enterprises to jointly promote the transformation and application of achievements.
4、 Project application process
(1) Online filling
After the release of this notice, all project application units can organize login to the Yunnan Provincial Science and Technology Management System( https://kjgl.kjt.yn.gov.cn/egrantweb/ (hereinafter referred to as the information system) online reporting and application projects. Please select the corresponding special project under the Major Science and Technology Special Plan for the project category.
From the date of issuance of the notice, the information system will simultaneously open the application portal. Relevant units are requested to complete the application before August 7, 2026.
(2) Project recommendation department review
The project recommendation department shall review and sign the recommendation opinions online and submit them to the Provincial Department of Science and Technology (paper materials are not required for online application). The recommended department's online review time is within 3 working days after the applicant submits the project application.
