记者今天了解到，市场监管总局近日组织修订形成《可可及焙炒咖啡产品生产许可审查细则（征求意见稿）》，18日开始向社会公开征求意见。
《可可及焙炒咖啡产品生产许可审查细则（征求意见稿）》主要修订了4个方面内容。
一是合并修改名称。根据《食品生产许可管理办法》，将《可可制品生产许可证审查细则》《焙炒咖啡生产许可证审查细则》中相同的部分合并简化，并合并修改为《可可及焙炒咖啡产品生产许可审查细则（征求意见稿）》。
二是明确原料和生产要求。本次细则修订以问题为导向，明确可可制品生产不得以可可壳作为原料，焙炒咖啡生产不得添加食品用香料、香精。
三是严格过程管控。根据《食品安全国家标准 食品生产通用卫生规范》（GB 14881）等相关规定，细则修订了生产场所、设备设施、设备布局和工艺流程、人员管理等要求。
四是健全管理制度。细则完善了人员管理、全链条管理等制度要求，督促企业落实主体责任，实现全流程覆盖管理。

The "Detailed Rules for the Review of Production Licenses for Cocoa and Roasted Coffee Products (Draft for Comments)" mainly revised four aspects of content.
One is to merge and modify the name. According to the Measures for the Administration of Food Production Licenses, the identical parts in the "Detailed Rules for the Examination of Cocoa Product Production Licenses" and the "Detailed Rules for the Examination of Roasted Coffee Production Licenses" will be merged and simplified, and revised into the "Detailed Rules for the Examination of Cocoa and Roasted Coffee Product Production Licenses (Draft for Comments)".
The second is to clarify the requirements for raw materials and production. The revision of the detailed rules is problem oriented, and it is clear that cocoa shells are not allowed to be used as raw materials in the production of cocoa products, and no food spices or essence are allowed to be added in the production of roasted coffee.
The third is strict process control. According to relevant regulations such as the National Food Safety Standard General Hygiene Specification for Food Production (GB 14881), the detailed rules have revised the requirements for production sites, equipment and facilities, equipment layout and process flow, personnel management, etc.
The fourth is to improve the management system. The detailed rules have improved personnel management, full chain management and other institutional requirements, urging enterprises to implement their main responsibilities and achieve full process coverage management.
